Short answer: across 222 growth strategy calls with brands that spend on paid media, the things that cap ad spend are rarely the ad platforms themselves. The most common is tracking teams cannot trust (145 mentions), then a scale ceiling they cannot explain (85), distrust of agencies (82), nobody owning budget and execution together (59), CAC that is too high (54), reporting that does not answer questions (44), creative (32) and cash pressure (17). Fix them roughly in that order: trusted numbers first, then one owner, then the path from ad to revenue.
We went through 630 quotes about problems from 222 growth strategy calls held between 2025 and 2026 and grouped them by theme. The quotes are anonymous and some are translated from Lithuanian. Here is what came up most, what it sounds like in the buyer’s own words, and what to do about it.
The eight things that cap ad spend
| Rank | What caps spend | Mentions | How it sounds |
|---|---|---|---|
| 1 | Tracking they cannot trust | 145 | “Until we changed the web tracking conditions, we had to fix the pixels.” |
| 2 | A scale ceiling | 85 | “We are constantly looking for scale.” |
| 3 | Agency trust | 82 | “I always feared agencies.” |
| 4 | No one owns budget and execution | 59 | “Aren’t there any who both manage the budget and handle the execution?” |
| 5 | CAC too high | 54 | “The CAC was not acceptable.” |
| 6 | Reporting that does not answer questions | 44 | “We cannot filter to see how Shopping performs.” |
| 7 | Creative | 32 | “Everything is tangled.” |
| 8 | Cash and budget pressure | 17 | “Our budget has contracted now.” |

1. Tracking they cannot trust
This is the biggest one by far. When the numbers are wrong, every other decision is a guess, and the safest guess is to stop raising budget. One founder put it plainly: “It is simply scary to raise spend when you do not know if it will show in ROAS.”
What we find in audits: tags firing before consent, conversions counted several times, add to cart not tracked, payment providers stealing the revenue credit in GA4, and app purchases arriving without transaction IDs. Fix: reconcile platform numbers with GA4 and your backend for 30 days, then fix the gaps with server-side tracking, Consent Mode v2 and offline conversions.
2. A scale ceiling
Spend goes up, results do not follow, and nobody can say why. Usually it is one of three things: the account has used up the people who were ready to buy, creative has worn out, or the offer and page do not convert colder traffic. Fix: read marginal CAC, not the average, and find which of the three is the constraint before adding budget.
3. Agency trust
Many teams have been burned before: reports full of clicks, long contracts, nobody accountable for revenue. The questions we hear most are “What exactly do we get?” and “If we spend this, what do we walk away with?” Fix: agree in writing what changes, by when, and which number decides whether budget goes up, before anyone signs a long contract.
4. No one owns budget and execution
Marketing runs the ads, sales owns the leads, someone else owns the website, and nobody owns the full number. Problems sit in the gaps between them. Fix: one owner for spend and outcomes, a weekly scorecard everyone uses, and named owners for media, creative, tracking and the funnel.
5. CAC too high
High CAC is usually a symptom of the four above: bad signal, tired creative, a weak page or a mixed budget. In one subscription business, 89.8% of Meta spend sat in a single audience returning 1.07. Fix: break CAC down by channel, campaign and new versus returning customers, and move budget to the best next dollar.
6. Reporting that does not answer questions
Dashboards show spend and clicks but cannot answer the question the CEO asks. Fix: one page with spend, new customers, revenue, CAC and payback, by channel and market, updated every week.
7. Creative
Teams run out of ideas or spend too long making each ad. “Ideas are plenty, choosing the right ones is hard.” Fix: a creative system: angles from real customer language, winning hooks turned into concepts, brand-new ads every week, and volume set from the budget. Our creative testing playbook shows how.
8. Cash and budget pressure
When budgets shrink, teams cut the testing first and lock themselves into the ads that are already wearing out. Fix: protect about 20% of spend for testing, and cut the campaigns with the worst marginal CAC instead.
What the teams that scaled did differently
- They fixed tracking before raising budget, and agreed which number to trust.
- They gave one person ownership of spend and outcomes.
- They moved budget on marginal CAC and payback, weekly.
- They treated creative and the landing page as part of media, not a separate project.
- They started with a small, concrete diagnosis and a priced fix, not a long audit.
One client’s reaction after a readout sums it up: “At least we understand very clearly where the problem is.”

Is high CAC the real problem?
Usually it is a symptom. Bad signal, worn-out creative, a weak page or the wrong budget mix push CAC up. Fix the cause and CAC follows.
Where should I start?
Reconcile your ad platforms, GA4 and backend for 30 days. Once you trust the numbers, find the step from ad to revenue with the biggest drop and fix it before you raise budget.
